About The Role

The Compliance Advisor will support the operations of the FMR Investment Management (UK) Limited Compliance Program.  This individual performs daily monitoring of trade activities for specific equity and fixed income funds and accounts to ensure that their investment policy limitations are followed.  This individual communicates client, regulatory, prospectus, Board and internal policies to portfolio managers and traders.  Educates portfolio managers and traders on applicable fund/account guidelines and trading policies.  Implements effective mechanisms to provide timely reporting and monitoring of complex investment strategies.  Provides department management with information on current trends, issues recognised during assignments and recommends plans for improvement.  Acts as a resource for other Compliance team members within and outside London.

 

Key Responsibilities

Compliance Program

  •  The Compliance Analyst will support the AMC in administering and enhancing the UK compliance program, including:

  • Daily monitoring of equity and fixed income funds and accounts to ensure that their investment policies, guidelines and restrictions are followed.

  • Daily oversight of Equity Trading activities in London.

  • Supporting the Material Non Public Information (“MNPI”) Policy and Procedures, including establishing and removing information barriers.

  • Educating employees in the FMR (UK) office regarding regulatory requirements.

  • Assisting with the maintenance of policies and procedures and the FMR (UK) Compliance Manual.

Corporate compliance activities are preferential but not essential.

 

Monitoring

  • Provide monitoring coverage for portfolios trading in UK and elsewhere, Asia and the U.S (as required).

  • Identify, research and escalate potential compliance violations and trade oversight cases directly or assist other Compliance colleagues in performing those tasks.  Recommend alternatives for resolution and follow up with portfolio managers, traders and others where appropriate.

  • Co-ordinate with other Compliance colleagues located in Asia and Boston to ensure adequate compliance coverage on a global basis.

 

Risk Mitigation

  • Identify opportunities to enhance the effectiveness of policies and procedures.  Work with management and technology resources to identify potential resolutions.  Assist in the development of business requirements and conduct testing as necessary to implement changes.

  • Assist the InTake Team on integrity of the Compliance rules-based system.  Analyse rule logics and review results to determine accuracy and completeness.

  • Assist the AMC personnel and others in the FMR (UK) office, with addressing general and specific compliance matters and with the overall FMR (UK) Compliance Program.  

 

Education Program

  • Prepare reviews for auditors and investment professionals, identify trends and areas for portfolio managers to focus on and communicate positions relative to applicable compliance limitations for specific funds/accounts. 

  • Educate investment professionals on investment guidelines and restrictions.  Educate traders on trading policies and practices.  Communicate changes to existing investment guidelines to investment professionals.  Conduct educational sessions with employees on key policies and policy changes.

 

Other

  • Develop and maintain effective working relationships with business partners to facilitate the receipt of information necessary for completion of responsibilities.

  • Participate in and contribute to individual and department goals.

  • Maintain a strong working knowledge of and keep current with applicable regulations, policies and procedures.  Identify improvement opportunities in policies and procedures.  Assists in assessing impacts and potential changes necessary to support new or changing regulations.

  • Prepare, review and analyse various routine and ad hoc reports.

  • Maintain records in good order in order to comply with record retention requirements.

 

Working Relationships/Contacts

  • Compliance Intake and Monitoring teams – Contact is critical and occurs daily.  Regular interactions in resolving questions/issues and clear communication are keys to success of the overall Compliance Program.

  • Investment Professionals and Traders – Day-to-day interaction with portfolio managers, research analysts and traders is required to ensure that investment limits and trading practices are understood and issues are resolved in an appropriate and timely manner.

  • Investment Operations, Global Data Service, Company Pricing and Cash Management Services – Ongoing liaison and participate in cross-functional initiatives.  Analyse existing data gaps in anticipation of enhanced global support model.

  • Legal – Work with various FMR LLC Legal personnel on matters such as tax issues, complex securities as well as 1940 Act, ERISA and European regulatory interpretations.

 

 

 

Scope of The Role

Asset Management Compliance (“AMC”) is responsible for monitoring compliance with all equity and fixed income prospectus, client, regulatory, board, and other internal policy limitations and for preventing or detecting potential violations in a timely manner.  AMC is also expected to provide timely and accurate guidance regarding the appropriateness of certain investments for portfolios. The challenges extend beyond FMR Co. managed funds and include Institutional Asset Management, Investments Canada portfolios, and FIL Limited (FIL) portfolios that are advised or sub-advised by FMR Co. or one of its affiliates, such as FMR (UK).

To ensure the company’s reputation for excellence is maintained, the individual must apply high ethical values and quality assurance standards.

As a member of the AMC, this individual has a significant role in protecting the interests of the organisation and its clients.  The prevention and detection of compliance violations are principal functions of this position, as failure to meet these responsibilities may result in compliance errors.  Compliance errors may have to be reported to a fund’s board of trustees or to an external client.  In addition, compliance errors may cause significant financial loss to the client and potentially the firm itself, if the error is a reimbursable one. Compliance errors may also cause regulatory action and adverse publicity.

  • Bachelor’s degree or equivalent (business, finance, accounting or economics preferred

  • Experience in a financial services environment (compliance or mutual fund operations preferred)

 

Skills / Knowledge

  • Familiarity with PC and LAN based systems, especially in a Windows environment

  • Strong Microsoft Office knowledge, including Excel and Microsoft Access

  • Familiarity with use of Bloomberg preferred
